Generates a new signal, which represent the time headway. The ‘time headway’ is the temporal distance between a leading and a following car. It may be interpreted as the time from the front of a leading vehicle (here called target, GVT) arriving at a given point A of the street to the front of the following vehicle (here called vehicle under test, VUT) arriving at that same point A.

Time headway values that are invalid, less than 0.0 or greater than the limit are set to the limit (None corresponds to 15.0)
